This is a very interesting question. I could not find a conclusive answer for high school rules baseball. In pro baseball, it appears as if the rule is that the batter would be sent back to the last base he touched. So if it was a home run and he touched all the bases except for home plate, he'd be sent back to third. It would surprise me if what happened in the high school game was legit -- it just feels odd to me that the ump could all of a sudden give a live ball to a catcher.

Under OBR the ball should be returned to the pitcher, the ball made live, and then they could appeal for the out. In HS ball you can have a dead ball verbal appeal and they could call the runner out. I am not aware of a rule that would allow the runner to go back to the last base legally acquired.

Under NFHS Federation (high school) any player or coach with or without the ball can make a verbal appeal during a dead ball situation. The umpire did not have to give the ball to the catcher; the verbal appeal was sufficient. Some states play their high school baseball under OBR. If that was the case, the appeal was not proper. The ball must be made live under OBR rules before an appeal can be made.
