Yes. If someone takes the time to answer my question, I show my appreciation with a few points. I also give points if I answer a question. Why not? It doesn't cost me a thing.

I feel if they took the time to answer my question i upgrade them. Even if i don't agree with them. The only time i don't is if it is to insult me, purposly. *spelling*

Not without reason. The reason is "they *answered* the question" (meaning the response matched the question). No points for utter nonsense, though.

If I receive an answer than its worth an uprate. Even if I don't necessarily agree with it.

Sometimes I just uprate everybody with the full amount of points I can give. When I'm feeling more discriminating I'll give everybody some points but save the +5s and +6s for really good answers. I don't think I have ever downrated people who have answered my question - I tend to leave it at 0 if their answer is rubbish.

No, not before reading what they say. After all, I asked a question for a reason. I don't just ask to ask. I want to know something. So it would be silly for me to just give points and avoid reading the responses.

I always TRY to uprate all answers that I receive. It's a form of gratitude and courtesy.

All the time, in fact I just uprated everyone who answered your question. I do that often.
