It's really cold there. Salt only lowers the melting point it doesn't eliminate it. Also most of those caps aren't in contact with the salt water.

Salt can only depress the freezing temperature of water to 0° F. However, the wintertime temperatures in the arctic can get down to -58° F. So, sea water has no problem freezing at these temperatures.
