Yes. The Jews believe in the Old Testament of the Bible. That's where it speaks about Lucifer's rebellion. I'm not sure what their view is on the New Testament.

No. Judaism believes that Satan was appointed by G-d to interfere with a person's spiritual progress. Like any other angel, Satan is answerable to G-d at all times. The clearest example of this is where Satan asks permission from G-d to afflict Job. (see Job 1:6-12) (In fact, the Hebrew word Satan means obstacle, as evidenced by the first time it's used in the Bible- as a verb, when the angel blocks the path of Balaam and his donkey).
