some times it just happens, its not much to worry about, i think most guys would say one hangs more then the other, as for why..maybe yeah pulled on it at some point?

I actually saw this question on Oprah...that guy Dr. Oz answered it. I don't remember why he said it happens, but apparently it happens to all guys and is very normal, as is them being slightly differently sized.

Its very common for balls to be of different sizes as it is for womens breasts also.
