does that mean the next time it rains i can snatch an umbrella off the first person i see, regardless of whether theyre using it. nah im joking in theory its good but in practice difficult.

They do here. You go into a store downtown and by the door they have a basket of red ones. You take one then you just drop it of in the next store you enter and keep going. Pretty handy on days you didn't expect it to rain.
