Does anybody know of a freeware program that can change the video size to what ever I want it to, and output it into either mpeg 1 or 2? (I need to change the resolution to 220x176)

Freeware?--no. There is a program called 'Studio 9' which can do that; however, I think this is a program that you have to purchace but is available via peer2peer.

I use MediaCoder. http://mediacoder.sourceforge.net/ It does a decent job though it isn't entirely n00b-friendly. I also use it to down-sample my MP3 and WMA songs as needed; sometimes 320Kbps is unneeded and just takes up too much space on my Sansa.
