I believe it has to do with inertia. Correct me if I am wrong, but it has something to do with the air and the pressure changes around you. You feel it in a convertible, that is what makes me think that.

We expect a car to be able to reach 100+ km/h. We do not expect a bike to exceed 30 km/h.

Same reason a roller coaster would seem faster than a car...you can actually feel the wind.

Because in a car you're completely enclosed on all sides.

It's due to the Air resistance.Inside the car,you won't feel it but,the air resistance and the drag on your body makes you feel that you are travelling really fast. . Try a simple experiment.In a windy day move against the wind just @ 10 miles per hour on your bike.You'll feel the difference.
