Take him to the Vet. When cat's stop grooming, it can indicate a medical problem. Cat's are fastidious groomers, when they quit, it indicates something is wrong.

a paper towel moistened with warm water should work. i guess they just can get lazy when they get older and it's harder to reach hind quarters when obese.

He won't like it much. But I would take him outside and wash it off with water from the spray nozzle on a hose. If you have a hot water tap from a garage or utility sink, you can make it more pleasant warm water Really, this is better for both than trying to comb it out. Once cleaned, you might want to trim the hhair a bit shorter there. And now the wild card. After the cat is clean and dry. Get some PAM spray vegetable oil and spray the area. It will keep any future from sticking. And it's harmless to the cat.

We have an 8yr old calico who's a little on the chunky side. She hates it, but we use those kleenex or cottonelle wipes on her. They work really well.
