  • Vitalize the surrounding communities enough that the local residents care enough to provide philanthropic services to those in need. Other than that, nothing.
  • Personally, I don't know that there is a solution to skid row in any community. Unfortunately, there always has been and always will be those elements of society that will not work for their living. You can provide them with all of the opportunities in the world but they just won't avail themselves of it for whatever reason. (There is the guy in my parent's congregation that just will not take orders from anyone. Because of this he can't hold down a job because he will not follow the directions given to him by bosses.) Since these type of people have little money, they tend to congregate in lower class neighborhoods. In writing this, I am not saying that all of the people who find themselves in these places are unwilling to work. I know that there are those that just fall on hard times. Aid should be given to these people to help them find the education and jobs that they need to get out of such situations. However, one should also recognizes that human nature is such that you just will not be able to help everyone because not everyone will accept your help.
