I'm not sure that it is the builder that is afraid to make a 13th floor.. I believe that hotels, high rise office buildings and such are catering to the publics fear of the 13th. Who would work or live on the 13th floor? As for books, I don't know how you could skip a whole chapter in a book? The public is not afraid of the number 11.

There is a 13th floor in all buildings with 13 stories and will be as long as there is a number 13 between 12 and 14. Whether they name it that or not it is still floor 13 even though the name says 14. Any fool would realize 14 is just floor 13 misnamed. The same holds true for any room, etc that was incorrectly named 14.

I have no idea. Perhaps it's the same reason that there is braille on a drive-up ATM? Makes no sense.

One reason it that the fear of the number 13 is widespread across the Western world and goes back many hundreds of years, whereas Chapter 11 is a US-only thing, and probably dates back only a few decades. Since buildings (with floors, not steeples) over about 5 floors are only about 120 years old, the 13 superstition preceded 13th floors by centuries, Whereas books with Chapter 11 preceded Chapter 11 Protection by centuries.
