Is it fair to expect people using my coffee shop to conduct business meetings to make, at least, some small purchase? I am a small shop in a small town, not a Starbucks. There are other public places to meet, like the library.

They should definitely buy something. If they are taking up space in your shop then it is like renting the space. Their fee is the price of a cup of coffee for each at the least. If they aren't buying then you should show them the door, politely, of course.

Absolutely! You have every right to enforce a minimum purchase. Your coffee shop isn't a meeting hall. The coffee shop I used to go to had a nice-looking sign that said "There's no cover charge at Javatropolis, but a minimum of one drink per guest is appreciated!"

Post signage which states "minimum purchase required" or something to that effect.

Completely fair. Perhaps offering to have coffee and pastries ready for them, if requested in advance, for their next meeting would give them a friendly nudge. If not a minimum purchase policy seems reasonable.

I once owned a cafe, every morning these 5 or 6 men would come in, order coffee, sit for hrs AND they wanted refills pronto! Then the cherry on the cake was they would leave 50 cent tips! P*ss me OFF!!!!!!!! So, to make it legal I put up a sign that said: This is a NO Business meeting ZONE! Violators will be charged $10 per hr, per person. LOL.........
