The way you worded your question doesn't make much sense, as in, it's somewhat contradictory.
You stated they appear when 'you are near'. Well, if you're near them of course they're going to be around you, and you're the one that's appeared, not them.
For example, if you walk into Trafalgar Square, then it's a pretty dure bet that you'll be surrounded by birds, and you'd be classed as the one doing the 'appearing', not them.
