The skin pigment, melanin, protects the skin against over-exposure to the sun/ sunburn. Therefore people who's ancestors came from the hotter, sunnier areas on the globe have higher melanin levels. They evolved to survive in those conditions. http://en.wikipedia.org/wiki/Melanin
