that's a tough one. for the present day, the u.s. might just have the best technology and armament, but the french and u.k. aren't too shabby either. the israelis, bolstered by both their own equipment and that of other nations is pretty formidable for their size. so many modern armies are pretty good, it's almost too close to call. i think it mostly comes down to size of armies and tactics for the modern era. the past? a lot of scary ones back in the day too. for a small band, i really like the quick hit and run tactics of the vikings. for big armies, i'm not sure. mongolians, romans, persians, egyptians, et cetera. too close to call there as well ;)
