Do you think askers should rate answers they receive (assuming they're not offensive) or at least post comments?

I usually will. I don't think it's a necessity to rate or comment in every single one, but I do think it's courteous to do so.

I try to post a thank you comment, at least, for each answer I receive, and I try to uprate all who answer.

It is each member's personal decision whether he or she wants to do that or not. I would rate and leave comments on the answers I've received right now if I could. I can only really answer questions at the moment.

I try to answer all who rely to any of my questions and I always award max points to them for taking the time to do so ..whether I agree or not with what they have said

I think the asker should at least acknowledge someones answer with points or a comment. I took the time to answer and would appreciate it if I knew they read it.
