Before you're sure of whether or not you will be able o keep your promise. Those little rings tend to symbolize a lot to a girl... You just have to be sure that you can back it up with some meaning. Don't do it until you're sure.

Giving a promise ring is an example of the principle of positive reinforcement. You are adding a rewarding circumstance (the ring) to increase a behavior (her faithfulness to you). So you are conditioning her, but sometimes this can have an opposite effect. Similar to when there is a corrupt child in say a Christian household. You present all the right opportunities, but something pulls them away because of their draw towards rebellion (or something). So I'd say giving a promise ring is risky business altogether.

Talk about your relationship and see her take on how it is going and where you believe it will be going. Then give her the ring. It's never too early, but just get to know the person deeply emotionally first and conversation-conversation-conversation.

If you're giving her a promise ring promising her that you will marry her and you're not even sure that you want to marry her, then that is too early to give her one. If you're absolutely sure about it and she's absolutely sure about it to the point that the two of you can promise each other you will, then that is the right time.
