It's an old wives tale that standing in the rain & being wet will make you sick. Its' how cold it may be while it's raining. That can agravate an exsisting condition causing you to be sick.

Being wet increases your vulnerability to hypothermia/general cold. When you're cold or hypothermic, the body has to divert energy from your immune system to generating heat. When you're wet and cold, you're more likely to get sick.

it doesn't make us sick (and I live in the UK so I should know - we do have more rain than anybody else in the galaxy after all. If it was that bad, we would all be dead by now).

In the rain, you can catch colds easier.
