I'm afraid not. My son recently got a ticket for 'underage possession of tobacco' because he was in a car with someone else who was smoking. All of the kids received tickets. At court, the judge heard the story and said he still had to honor the ticket and gave him a fine. I would definitely speak to an attorney and see what they say, but it seems this could be an uphill battle.

You can try to have the charge changed by pleading guilty to "stunting" instead ... but there is not much that can be done ... as for the insurance, his behavior is causing the problem, he needs to learn that actions have consequences, so make him earn and pay for the insurance from now on.

Your son will learn. This may vary from state to state. There's a law in Oregon, that a business CAN consider their property "Private" even though there's roads going through them. They have to close them about 5-7 days during the year to qualify. Since he was in a "Parking Area" this is considered "Public Area" and thus, it was similar to being on a road.
