Why don't firetrucks have telescoping ladders yet?

They do and have had them for longer than I've been around.

They use telscopic ladders on ladder-trucks. They are not aloud to use hydraulic scissor or telescopic-ram type contraptions, because they have no failure reduntant system. Everything in firefighting has to have backups build in. When an hydraulic hose at a boom-truck fails, the boom goes down. With an old fasion ladders design this can't be happening.
