Once you've beaten Monstro you can go back to Traverse Town and find Gepetto's house. He gives you alot of blue prints. I think if you continue to gain levels he gives you more, but I'm not sure.

If you find all the Dalmations, Pongo and Perdita rewards you an Aero Spell Upgrade AND The Complete Gummi Collection (that's what the gift said). I don't know if they give you new blueprints, but I hope this helps.

You can buy them from Cid, and Geppeto repeatedly gives you new blueprints when you go back after finishing Monstro.
