My newly adopted 4 month old kitten's third eyelids are constantly visable. how worried should i be?

Usually the "haw" (third eyelid) comes up when the cat is either unwell (or half asleep.) Possibly her eyes were damaged before you got her, if not this could be a reaction to an infection, keep an "eye" excuse the pun, on her and if she looks off colour or goes off her food, gets loose stools - anything, get her vet checked.
