Romantic Music was a "sub Movement" if you will, in a larger art movement of the 19th century. However the personal diversity, could be borne out of several developments, for example, the industrial revolution had pumped money into many European cultures, and many instruments such as of the brass family, were becoming chromatic, due to the new technology available i.e different valves. Thus they could play a more important role in a piece of music. The composers had more options. Also, the rise of the middle classes in that era as a result of increased industry, meant that music played a more important role in public life, it was more accesible, not confined to aristocratic classes. The link then to diversity of personal style is inevitable, as you were not necessarily composing for the tastes of upper classes who grew up listening to Baroque and Classical. Other Romantic arts such as poetry and visual art saw the same loosening of pretences, notable in the Pre Raphaelite movement, and art influenced art.
