If they both have equal risk Never choose the one with the lower return... you could be making more but you are Choosing not too, not a good option, always choose lower risk if you are investing for the long term or if you are just begining to invest.IF you have an expendable amount chose something that has a high rate of return and high risk, but allows you the option to dump it if it starts to slide... which is easier said than done :D
