There's no ballcock in the tank. There's just a cylindrical device that slides up and down as the tank empries and refills.

You probably need to replace the flapper that seals the drain hole at the bottom of the tank. If the flapper is corroded to the point where it's not forming a watertight seal in the drain hole then water is slowly leaking though it. That means even if the water reaches a level high enough to shut off the refilling it'll eventually drain back down to a level that restarts it.

You need a new ballcock and a new flush handle in the cistern - that's the thingy and the handle attached to it! I would seriously NOT attempt to fix this yourself if you've no knowledge of plumbing... could be a very costly job of you get a leak! The parts aren't expensive, so if you know someone who can do it for you - great! Otherwise, fork out for a CORGI regisitered plumber (in the UK) :)
