Since NY and CA are three time zones apart, and one hour represents 15 degrees of longitude, we can estimate that they are roughly 45 degrees apart in longitude while roughly at equal latitude. If the earth's radius is R then the tangent at one point will intercept the radius extended at the other point by R(√2-1) = 0.414*R. If R=4000 miles then the building would be about 1656 miles off the ground! Since the two places are actually closer than I estimated, the real value is probably somehwere closer to 1000 miles.
