Unfortunately, it is true, as one of my close friends at university in London has resorted to it. And yes, for a certain amount of students it is the only way. Whilst there are numeral grants available for students from low-income families there are none for students with low-incomes themselves. The friend in question has rather wealthy parents, and therefore is not eligible for most grants, but they refuse to fund her living costs or tuition fees. And whilst she does also have a part-time job she still find it difficult to finance her course and day-to-day living expenses. It's not true for a majority of students, but the minority is gorwing, especially with the current national financial issues in the U.K.
