It depends on your needs and preferences. Do you want some control over who sees them? Do you want people (and yourself) to be able to comment on them? Do you want ease of uploading? Just some of the things to think about. I like Picasa for easy uploading - if the software works alright on your computer then uploading pictures to the internet is very easy. You can also make albums 'private' and choose who you give out the links to. However the layout's not great, and if people comment on your photos it's not easy for them to find out later on if others have done the same. Flickr has very nice look and feel and you can keep up with comments on photos you've commented on. But there are limits on how much you can upload for free, and how many albums/sets you can have. Also, with a free account your photo won't be displayed in its full size (if it's above a certain resolution), if that's important to you. That's my opinion on what I'm familiar with, hopefully some other people can give their opinions on other services. :)
