Yes. Each person has the ability to recall should that be their desire. A facilitator may be useful, sort of like taking ibuprofen for pain, if one is uncertain of their abilities.

I believe it's possible, but repressed memories are dangerous ground. While a very real phenomena, some cases have been flagged when it was found the therapist wasn't helping someone recall memeories but rather implanting them through leading questions and suggestions. But yes, I would think a situation or emotion could cause someone to recall a memory they'd long repressed.
