Cheat of course, but if you want to get a lot of money without having to type out the cheat a thousand times then get a custom cheat-lot that generates thousands/month. You can get these either on the SC4 website or www.simtropolis.com. If you don't want to cheat though, the best way is to grow your city without adding services (or anything that needs a lot of money). If you don't even want to do that, then just run the game at the fastest speed setting and even a small profit will turn into millions in no time.

type ctrl and x then the code weaknesspays then hold down shift pres enter and then up. keep holding down shift and pressing the up arrow and then enter. Do that a lot.
