That should be, "Where DO dogs sweat?" The answer is that they don't. Dogs don't have sweat glands. That is why they pant when they get hot.

Well dogs do sweat and the few sweat glands they have are in their hind legs. Unfortunately not enough to cool the dog down, hence the panting.
