Why is it if men say breast size doesn't matter, that's the first place I see their eyes go, regardless of her face or figure?

Because men are automatically attracted to round things. There have been several studies to support this...if you show a man a round object (ANY round object) his arousal level increases and this can actually be seen by brain imaging. Men are hard wired this way...perhaps it also explains the fascination with sports :)

it's not done on purpose, it's a natural characteristic of a man.

Enjoying looking at breasts has nothing to do with their size.

It depends on how old the guy is that you are asking.
An older man will answer this question differently than a younger one due to the fact that he's wiser and more experienced. His hormones aren't over active anymore either.
You must have a nice rack if all the guys you meet are looking there first, cuz that's not the case for all women.
I'm not sure about why size would matter at all. As long as it's round, moves under it's own power and attached to the female body, it's attractive to men.
It's a compliment and they can't help it any more than you can help saying "i'm fine" after a guy asks you "what's wrong".

Breast size doesn't matter! Well ok in the case of a young lad, it does the bigger the better. But when a man matures (yes he does in some way's :P) It isn't such a big issue. The reason why he scans a ladies breasts is because of a primitive instinct when eyeing up a potential mate. IE will her breasts be capable of feeding the children. It's just it hasn't gone from out "make up" just yet. If it will, well I don't know.

Although that might be the first place they look... if they are looking for more than a "fun partner" the size really doesn't matter.

Because men are naturally attracted to the female body. All men have a certain part they like, but it doesn't mean we don't admire the whole package. I prefer boobs, but if a woman walks past me with a nice, fat booty, trust me, I'm looking!

Because those men are pigs. I go straight to the eyes then the collar bone, hopefully a little stomach, then hips. I don't care much for breasts but I do have a preference for large nipples.

I'm not one of the men who says breast size doesn't matter; to me, it matters plenty! Also, not every man focuses on breasts first.

I like the smaller ones, so the larger ones aren't a turn-on for me.

"Breast size doesn't matter" is not the same as "Breasts don't matter".

iam a man and the first thing i notice is not their breasts but there figure and especially there ass i would take a nice figure and pert ass over big breasts anyday hope that helps

1. Breasts are the most obvious sign of sexual maturity.

2. The larger something is the more obvious it is. On top of that the media has been pushing big breasts as "sexy" for decades. That has to rub off on to some people's ideas

3. Any characteristic that attracts the sexual attention of the opposite sex will tend to get enhanced beyond the size needed for it's function. The peacock tail is an example but there are many other things among various animals.

4. They may attract attention at first but let's face it boys and girls they don't do a lot. You would have to be obsessed to choose a partner on that alone.

I prefer small breasts, but I look at all sizes. And yes that is ussually the first place I look. I don't do it intentionally, it's just an automatic reaction. I have to make a conscious decision not to look, which can be quite difficult, depending on my mood.

Blah blah blah. I look at people's EYES first and last. That's what shows the human being. All this stuff about men look -at-boobs-first is nonsense. REAL men treat everyone they meet with respect, male or female, and that means EYES meet EYES. Sure check out the other good stuff later a bit, but sheez we're not meat. None of us!
