What branch of government would be responsible for requiring couples to have parenting classes before they are allowed to bring their new born babies home after giving birth (or within the first year)?

    That would be a combination of the legislature and executive, since such would need to be passed into law. Of course, the judiciary could invalidate the whole thing by declaring it unconstitutional.

    Social services. If there is any person of doubt regarding parenting skills, social services is called in ASAP! Then they decide who or what service is needed.
