Someone I know that I don't want to talk to (or know for SURE I'm avoiding) has been calling me since last night, now practically every 15 minutes. What would you do if you didn't want them to know you were avoiding?

Keep ignoring. In fact, if you have selective call reject on your phone, use it. If that doesn't work, just come out and tell that person to stay away and stop calling. If that doesn't work, go to the police.

Sometimes, depending on who it is, honesty may be the best policy. There have been quite a few times where I have picked up the phone, yelled, "FUCK OFF!", and hung up before they could respond. Bill collectors usually leave me alone for at lest two days after that.
