If she is my peer or superior, I don't say or do anything (but my internal reaction would be to wonder what she was trying to accomplish with such attire). I might say something to the effect of, "Wow! You are very dressed up!" Or "Do you have big date after work?" to sort of hint without being mean. If she was my subordinate (or, as I own a business, my employee), I would speak with her privately about the "official" written dress code and the "unofficial" dress code. I would let her know that in this particular work place, such attire is not acceptable for whatever reason (safety, company image, etc).

I don't say anything. But I do feel that it may be inappropriate in a majority of workplaces. That's conversation that is def outside the bag of the purpose of why you are there working.

My wife dresses like that every day...her name is Ann Marie. If you work with her you should stare and tell her how hot she looks. Who knows, you might be the next guy from the office to get lucky.

I look the other way and feel embarrassed that a Wal-Mart employee would dress that way!

If there's no dresscode or uniform probably you can talk to them.
-
If it is inappropriate to you, you could try talking to her politely or try HR.
