It depends on what you mean by evolution... Humans evolved to be altruistic and benevolent on many levels. Therefore social aid institutions are actually fulfilling this evolutionary drive. Also, those individuals which social aid institutions help may go on to become great people, who uplift all of mankind. Isn't it worth it to help a 1000 poor people if one of them invents the next "Internet" or "Automobile?" So social aid preserves the diversity in our genome, and diversity is a strength when coping with a changing world.

Apparently human evolution ceased about 100 years ago. I think antibiotics and other modern chemicals have contributed to the end of the adaptive ability of the human race, but they are not the only sources - evolving technology is also a factor. In order to cease human evolution, the interaction has to be global in scale - it has to happen all over the world, so unless you mean something totally unpredictable by "social aid institutions", I would have to say the answer to your question is NO.
