I don't think it is unfair at all. It is meant to create a deterrent against drug use/sales/etc and is meant to be a fair measure so all offenders are treated equally. That said, I don't think mandatory sentencing always works because it takes the power away from a judge to make a dtermination about extenuating circumstances.
