I would think 'every 2 months.'
I think 'twice a month' would be 'every 2 weeks', or 'fort-nightly.'
The term is used for both:
1. occurring every two months: produced or held every two months
2. occurring twice monthly: produced or held twice a month
bimonthly publication: a publication such as a magazine or journal that appears every two months or twice a month

Every two months I'd say.
A Bicentenary is 200 years. A biplane has two wings. But then again to bisect is to cut in two pieces, rendering a half...
There is, of course, bi-annual for twice a year and bi-ennial for every two years. Unfortunately, that would imply bi-monthly would mean twice a month, whereas I think common usage has it that it means once every two months. The French would say "tous les quinze jours" (every 15 days) for twice a month which is more accurate than the English "fortnightly".

I was thinking along similar lines, but a fortnight is fourteen days, whereas most months have more than 28 days (2* fourteen)... Hmm... So do you reckon there is a word for "twice a month"?
