  • You will need to contact LOCAL rental agencies directly. None of the majors will rent to anyone under the age of 21. Also expect to be required to take the CDW and pay an extra fee. Used car rental dealers are probably your best bet.
  • As far as I know if you have a credit card and a drivers license, you can usually get a car anywhere including Puerto Rico. When I was in Puerto Rico, that's all they asked for. I would try renting from here on the internet than renting once I am down there. Once you are down there it is hard to get a good deal.
