process of elimination I think. Start with ram as the easiest and cheapest component - also worth trying a new psu in even though it says the power source is good. If this is a machine that you have obtained in this non-functioning state, so don't know its history, check that the front panel connectors, especially the power and reset are correctly located on the motherboard (you may need to download the mobo manual to get that info if it isn't clearly marked on the board). Also disconnect the data cables from the mobo to the optical drives, and also change the video card. If none of that works ( and you are sure there isn't a screw rolling around under the board that is shorting out or causing the power good to shut down), then you are going to be left with the mainboard and processor to consider.
