Hmmm...Well, for one thing, It must be used a lot in day do day language. One example is the word "google" (used as a verb). ~What does that mean? ~Go "google" it. If I'm not mistaken, it is a newly added word. (so is the word 'commando')

There is in France, i think, something that i can only think of as "The Academy" makes decisions about what words are and aren't french(trying to keep out words like "le walkman" for instance). In English, no, I think the dictionary people decide whether it's a word/phrase that will last and then put it in as "slang" and then maybe later they find a bunch of instances of it being used in "real" writing and they drop the slang tag.
