Married almost 23 years and I must tell my wife I love her at least 3 times a day. Once in the morning before leaving for work, once when I get home from work and then before bed.

At the absolute minimum, once-a-day, if not more. When you leave for work, when she leaves for work, when either/both of you get home, when you go to bed, and any other time you feel like it is the best. (And occasional phone calls during the work-day - if neither of you will get into trouble - would probably be nice, too - Occasional here NOT necessarily meaning more than once a day, but more than once a week.)
