  • It is both. It requires elimination, through diplomacy (or as a last resort, war), of terrorist training and financing centers in other countries as well as vigorous police action at home. War is not inevitable in battling terrorism. In fact it is a very blunt instrument with numerous undesirable collateral effects.
  • Depends on the state, huh? Tim McVeigh was a terroist, but we was self sponsered and thus warrented action from the police. Orginizations like Hamas are state funded and warrent action by other states, IF those other states and their allies are CLEARLY threatened.
