Who has the primary right to claim working college student (19 yrs old) as dependent. The college student themself or the parent that does not support the child?

You can claim anyone (in this case) whose income you are 50% (or more) responsible for. Claim yourself unless you want (and trust) your parents to receive a bigger refund, which they (in my opinion) should split with you.
