Would depend on the gun that's firing it. The energy of a bullet is 0.5 * (mass) * (speed squared). A smaller cartridge fired from a gun with greater muzzle velocity will still have more energy than a heavy cartridge fired more slowly.

Well lets see, the new as of 2004 the 6.8mm or .270 caliber was introduced to have a rifle with the same type just a little bit larger than the .223 cal but can shoot with pretty much the same trajectory up to 600yds but 1750ft pounds of stopping force so yes the 6.8mm is a harder hitting and larger bullit than the .223cal.
