A good parent uses good parenting skills the majority of the time. (nobody's perfect)

Personally, no difference in the long run. However,it really depends upon the point of view of the answerer. A child may answer, "My Dad's mean because he won't let me walk the streets alone at night.", whereas a responsible parent would argue the opposite, "I love and care for the safety of my child and won't let him/her walk the streets alone at night." One point of view is from inexperience and thinking short term immediate gratification, the other from experience and dedication to a long term goal.
