is this a man talking to a woman or visa-versa? have you just casually met or do you you know eachother.

Just start with a casual compliment like, "your hair looks nice today" Then next time you see them, bump up the compliment to "You know, you're really good looking!" Give them a big smile, and who cares if they think you're nuts :)

If they really are then I doubt it would be the first time they have heard it. I say go for it.

I always naively just assume that as long as it's sincere it won't sound strange.

Tell him he's gorgeous ("I know I don't know you very well, and I hope you don't think this is out of line, but I just have to tell you that I think you're extremely handsome. Have a nice day, and here's my number!"), if he thinks you're nuts, don't waste any more of your compliments on him, but continue to enjoy him from afar! If he's not a total jerk, he'll take the compliment in stride and appreciate it :) Most people like to be told that they're gorgeous!
