There are three generally accepted hard drive performance specs: average seek time (in milliseconds), average read speed (in megabytes per second), and average write speed (also in megabytes/sec). These can diagnosed very accurately with HDTach, which is a hard drive benchmark program. These days, good IDE hard drives usually average about 9ms seek time, 35-50MB/sec read speed, and 25-35MB/sec write speed. Of course, your milage may vary.
