A flip-flop is an electronic circuit. It has two output connections (usually Q and Q prime or similar). The flip-flop would start in one state (usually Q). This means that any circuit connected to Q will recieve power. If a clock signal is input, the Q no longer gives output, but Q prime does. In this way, the flip-flop toggles between two states, representing 1 and 0, each time the clock input changes from 1 to 0. This is what a CPU's clock speed is referring to, the speed at which the flip-flops can change their output values.

There are other ways of using flip-flops (R, S, J and K inputss), but this is one of the most common methods.

While flip-flops themselves can be used to remember things, usually latch circuits are used instead.

Within the category that you asked the question (Databases/Microsoft Access) a flip-flop is when a database contains more records than it is designed to handle and the contents of different fields become transposed. The solution is to invest in a more robust database package - Visual Fox-Pro or My SQL Server for example.

Per Wikipedia- In digital circuits, a flip-flop is a kind of bistable multivibrator, an electronic circuit which has two stable states and thereby is capable of serving as one bit of memory. Today, the term flip-flop has come to generally denote non-transparent (clocked or edge-triggered) devices, while the simpler transparent ones are often referred to as latches.

A flip-flop is controlled by (usually) one or two control signals and/or a gate or clock signal. The output often includes the complement as well as the normal output. As flip-flops are implemented electronically, they naturally also require power and ground connections.
