1) Yes, I'm sure that most VIA Rail trains have bar service. 2) If there is a VIA Rail train from Windsor to Detroit, you wouldn't have time to reach the bar before you got to your destination. 3) Why not just take DDOT, or drive? The tunnel, and bridge are easy enough to cross, just make sure you have requisite paperwork.

There is no Passenger Rail crossing from Windsor to Detroit, Sarnia to Port Huron there is though, Short answer Yes there is a Bar car, but it is AmTrack

There is no train from Windsor to Detroit. There used to be a Toronto to Chicago train that went through Sarnia and Port Huron but this no longer operates.
